Xinhua Beijing, July 31, March 31, Standing Committee of the Central Political Bureau of the Communist Party, Deputy Prime Minister Zhang Goliath of the State Council, attended and addressed the tenth meeting of the Coordinating Mechanism for Combating Atmospheric Pollution in and around Beijing.
According to Zhang, the central party, the State Council, attaches great importance to the prevention and control of atmospheric pollution. The Secretary-General of Xi stated that it was important to explore the establishment of cross-regional environmental protection agencies and to deepen the joint anti-pollution coordination mechanism in Kyosin and surrounding areas, focusing on improving the quality of the atmosphere environment, addressing the issues that highlight atmospheric environmental problems, streamlining the responsibility for integrating atmospheric environmental management. Prime Minister Li Keqiang also made a clear request. During the first half of this year, there has been steady progress in the prevention and control of atmospheric pollution in all sectors of the region. However, the environmental situation in the atmosphere in and around the region remains critical, especially with regard to the weak management of atmospheric pollution in autumn and winter. We need to move further to integrate intellectual action into the decision-making of the central party, the State Council, and to maintain the overall tone of steady progress, and to take more targeted measures to secure our efforts to combat atmospheric pollution in the autumn and winter.
Zhang Ko Li stressed the need to focus on the challenges and to deepen the integrated management of atmospheric pollution in the autumn and winter. It is important to keep the source in mind and complete the annual alternative tasks of cleaning coal out of rural areas, to further the management of coal-fired boilers and to exercise strict control over coal-fired quantities. Consistent with the guidance on classification and proper disposal of “dispersed” enterprises in accordance with the principle of “stop-and-take-all” and determined to prevent the relocation and resurgence of “dispersed” enterprises. (c) Maintain strict control, promote the integrated management of industrial enterprises and expedite the completion of the upgrading of tenders, unorganized emissions and the integrated management of volatile organisms. Maintaining scientific movements, developing fault cut-off programmes and “one plant at a time” transport programmes, and including firms with wrong production to comply with cut-off requirements. (c) Maintain the optimization of the freight structure and increase the proportion of rail freight. Comprehensive law enforcement inspections have been carried out, the control of over-standard discharge vehicles has been strengthened, joint penalties have been imposed on illegal vehicles and special cleaning has been carried out for the sale of oil. Strict management and control of the burning of straws and the raising of dust pollution are maintained, and efforts are made to prevent the contamination of surface sources. Maintain regional linkages, improve contingency plans for highly polluting weather, speed up scientific and technological efforts and minimize the adverse effects of highly polluting weather.
According to Zhang Goliath, the various departments of the region are required to strengthen their organizational leadership, in accordance with the requirements of the “triple approach”, and to make every effort to ensure that the offensive is put in place. Local responsibility is exercised with serious accountability for cities and districts that have failed to meet the end-of-life air quality improvement targets or where priority tasks have been slow. There is a need for better coordination and for the relevant departments and enterprises to work in accordance with the division of responsibilities. To strengthen enforcement, with a focus on monitoring the implementation of the emission reduction measures included in the list, and to establish a central environmental monitoring unit for areas where progress has been slow. Focus on advocacy, timely and proactive issuance of authoritative information and joint engagement in the “Blue Sky War”.
Zhang Ko Li stressed the need to unite more closely around the center of the party, with Comrade Xi at its core, to firmly establish “four consciousnesss”, to maintain firm confidence, to fight hard, to effectively improve the quality of the atmosphere in the region, and to meet with excellence the 19th victory of the party.
