Waste Incineration Emissions Monitoring

On 24 April 2017, China’s Ministry of Environmental Protection announced three requirements for the waste-incineration sector: install monitoring equipment, provide public emissions displays, and connect monitoring systems to regulators. The requested completion date was 30 September 2017.

The 2017 Chinese initiative required waste-incineration operators to install pollution-source monitoring equipment, display emissions data publicly on a prominent screen, and connect their automatic monitoring systems to environmental regulators.

The source cites trial technical requirements for network transmission and installation of online flue-gas monitoring instruments. The CEMS network should cover carbon monoxide, particulate matter, sulphur dioxide, nitrogen oxides and hydrogen chloride, together with temperature, pressure, velocity/flow, moisture and oxygen. It should calculate emission rates and quantities, display and print data and charts, and transmit the results to the responsible authorities.

Waste-incineration flue gas is complex, hot and humid, with substantial corrosive components. Its CEMS requirements differ from conventional coal-fired boilers. The source specifies a hot-wet or permeation-drying approach for gaseous pollutants rather than conventional cold-dry moisture removal.
