Responsibilities of local environmental units following the introduction of air quality monitoring in urban environmentsAfter receiving the right to monitor the air quality of the urban environment (hereinafter referred to as " the right to collect " ), 1436 national environmental air quality monitoring network urban stations (hereinafter referred to as " city stations " ) in 338 cities throughout the country were entrusted by the State to social transport units. Some local environmental services have the idea that “city stations have been taken over by the State and that local environmental services are no longer responsible”. In accordance with the requirements of the circulars on the implementation of regulations for the operation of the National Network for Monitoring Environmental Air Quality (NCEN) urban stations (pilot) and the Circular on matters relating to the management of the operation of the National Network for Monitoring Environmental Air Quality (NCEN urban stations) (the master station gas type [2017]94), the four main responsibilities assumed by the local environmental authorities after the receipt of the authority are summarized below. 1 Site management responsibilities Local environmental authorities are responsible for the management of the assets of the stations and equipment. 2. Monitoring safeguards responsibilities (b) To be responsible for ensuring the basic conditions necessary for the day-to-day operation of station land, station construction or lease, safety and security, electricity supply, network communications, heating and access to the station; (b) Timely transmission of electrical, communications and perimeter anomalies to national urban stations and coordinated resolution of electricity supply and network communications problems; Coordinated handling of monitoring, data and surrounding environmental anomalies. 3. Interference prevention responsibilities Establish and implement working mechanisms to prevent artificial interference in the monitoring process of interventions in the region. (b) Monitoring should not be interfered with on the pretext of closures, power outages, disconnections, intimidation and failure to ensure the quality of transport; Non-transport personnel are not allowed to enter the station and the sampling area without permission from the China Environmental Monitoring Master Station, and an advance request must be made for such access. 4. Analytical oversight responsibilities A professional team should be responsible for analysing trends in air quality changes and disseminating early warning information on air quality forecasts in accordance with local ambient air quality management requirements. The air quality monitoring data, “one or three times”, and the local environmental authorities are responsible for monitoring the quality of the data and for detecting data quality problems or deficiencies in transport units, which should be reported to China's General Environmental Monitoring Station and Ministry of Environmental Protection in a timely manner. |
