Case Study: Waste Incineration Emissions Monitoring
More

On 24 April 2017, the Ministry of the Environment convened a teleconference to deploy a garbage-burning industry to do “three things”, namely, “loading”, “trees”, “links” and request that it be completed by 30 September of this year.

The so-called “loading” is the conscious installation of pollution source monitoring equipment by all waste incineration enterprises to monitor discharges of pollutants in real time. The so-called “tree” means that all waste-burning enterprises are required to place public viewable displays in high-profile locations, and to make real-time data on pollution discharges from waste-burning plants available to society as a whole. The so-called “connection” is to further strengthen environmental law enforcement regulation by linking business automated surveillance systems to the environmental sector.

Specific requirements for “loading”, “trees” and “linking” are also specified in the Ministry of the Environment's Pollution Sources Control Centre's deployment. The CEMS network indicators for continuous gas emission monitoring systems at waste incineration plants should include at least carbon monoxide, particulates, sulfur dioxide, nitrogen oxides, hydrogen chloride, flue gas parameters (temperature, pressure, flow/flow, humidity, oxygen content) in the flue gas, together with the calculation of the emission rate and emissions of pollutants, the display and printing of parameters, charts and transmission to management through data, graphics, etc.

Waste incineration produces hot, humid flue gas with a complex composition and high concentrations of corrosive gases. Its continuous emissions monitoring requirements differ substantially from those of conventional coal-fired boilers. Conventional cold-dry moisture removal is unsuitable for these conditions; gaseous pollutants require hot-wet CEMS or a system using permeation drying.
