  • Interview by the Head of the Environment Monitoring Division of the Ministry of the Environment on two issues related to environmental protection standards

The Ministry of Ecology has recently issued two environmental protection standards, the Determination of Ambient Air benzo[a] chromatography Law (HJ 956-2018, hereinafter HJ 956-2018) and the Screening of Filters/Fluorinated Ionization of Environmental Air Fluoride Law (HJ 955-2018, hereinafter HJ 955-2018), and the Head of the Environment Monitoring Division of the Ministry of Ecology responded to questions from journalists on the relevant criteria. Question: Please describe the main context in which these two standards have been developed. Response: HJ 956-2018 is an amendment to the accompanying analytical method for [a] benzene in ambient air quality standards (GB 3095-2012, hereinafter referred to as GB 3095-2012) - the Environmental Air, benzene [a] benzene determination and efficient liquid chromatography method (GB/T 15439-1995).

  • The Department of Environmental Protection called out to the garbage burner: "You have three tasks to complete!"

It is an indisputable fact that consumerism prevails, that population growth rates are too high, and that garbage is increasingly in trouble — garbage needs to be addressed. However, in spite of the efficient, clean and economical advantages of incineration, the question of whether waste incineration would release pollutants when it came to the construction of waste incineration plants, especially near their homes, came to mind. Did you meet the emission standards? Who can keep us safe? At the beginning of this year, the Ministry of the Environment issued a circular on the implementation of a comprehensive emissions plan for industrial pollution sources and deployed a blueprint for eight major industries to achieve full emissions, including waste incineration. The notification requirement indicates that by the end of 2017, eight industry plans to meet the standards, including waste incineration plants, had been implemented with notable success.

The concentration of ammonia (NH3) was 0.284 mg/m3 and 81.1 per cent of the standard and below the national standard (national standard 1.5 mg/m3). Methane (CH4) concentrations of 0 per cent, 100 per cent of the standard and below the national standard (national standard 0.1 per cent).

  • Responsibilities of local environmental units following the introduction of air quality monitoring in urban environments

After receiving the right to monitor the air quality of the urban environment (hereinafter referred to as " the right to collect " ), 1436 national environmental air quality monitoring network urban stations (hereinafter referred to as " city stations " ) in 338 cities throughout the country were entrusted by the State to social transport units. Some local environmental services have the idea that “city stations have been taken over by the State and that local environmental services are no longer responsible”. In accordance with the requirements of the circulars on the implementation of regulations for the operation of the National Network for Monitoring Environmental Air Quality (NCEN) urban stations (pilot) and the Circular on matters relating to the management of the operation of the National Network for Monitoring Environmental Air Quality (NCEN urban stations) (the master station gas type [2017]94), the four main responsibilities assumed by the local environmental authorities after the receipt of the authority are summarized below. 1 Site management responsibilities received only in relation to “monitoring of traffic”

The successful experience of the PPP project on waste incineration in the central city of Dalian is now being collated for study. In contrast to other projects, the PPP project for the preparation of the two-year waste incineration project in the centre of Dalian, which is designed and used over a long period of time, links are rounded up and mutually constrained, in particular by the use of imported equipment, the establishment of projects after the completion of the project proposal using imported equipment as a whole, prior to approval for the pre-project submission, environmental assessment, site, etc., which takes several months. Important countries for the import of equipment
